Feedback sought on Woking’s Licensing Policy

The draft policy sets out how the council will exercise its licensing responsibilities under the Licensing Act 2003 and has been updated to reflect changes in legislation, local circumstances and emerging licensing issues.

Proposed changes include measures to help tackle drink spiking, strengthen safeguarding arrangements, support vulnerable people and update guidance on public safety, public health and licensing requirements.

Cllr Ann-Marie Barker, Leader of Woking Borough Council and Portfolio Holder for Licensing, said: 

Licensing plays an important role in supporting a safe, vibrant and responsible evening and night-time economy. 

This updated policy reflects changes in legislation and emerging issues while ensuring we continue to promote the four licensing objectives.

We want to hear from as many people as possible, including residents, licence holders and partner organisations. Their feedback will help ensure the policy remains effective, proportionate and relevant to local needs.

Comments must be submitted by email to licensing@woking.gov.uk.

Respondents are asked to provide their name, organisation (if applicable), and the relevant section of the policy their comments relate to.

Following the consultation, all responses will be reviewed before a final policy is brought forward to Council for approval.

The six-week consultation closes Sunday 6 September 2026.
