This policy explains how we will carry out our licensing responsibilities under the Licensing Act 2003.
What we have updated
We have updated the existing policy to include changes in legislation, local circumstances and emerging licensing issues.
The proposed changes include measures to:
- help prevent drink spiking
- strengthen safeguarding arrangements
- support vulnerable people
- update guidance on public safety, public health and licensing requirements

This 6-week consultation closes on Sunday 6 September 2026.
What happens next
After the consultation closes, we will review all responses before presenting a final version of the policy to Full Council for approval.
