Have your say on proposed Taxi and Private Hire Policy changes
Residents, taxi and private hire licence holders, operators, businesses and stakeholders are invited to have their say on proposed changes to the council’s Taxi and Private Hire Policy.
The consultation seeks views on an updated policy designed to reflect the latest government guidance and ensure taxi and private hire services across the borough remain safe, accessible and of a high standard.
The proposed policy includes a number of key changes, such as enhanced training requirements for drivers, including disability awareness, strengthened safety checks, and improved record keeping for operators.
It also proposes clearer enforcement arrangements, more frequent Disclosure and Barring Service (DBS) checks for drivers, closer joint working with neighbouring councils, and a requirement for Hackney Carriages to accept card payments.

We are committed to maintaining a safe, reliable and high-quality taxi and private hire service for everyone across the borough.
Whilst we prepare for the new West Surrey Council, it is important that our current policy reflects the latest government guidance and continues to meet the needs of our residents and passengers.
The proposed updates will help strengthen safeguarding, improve standards and ensure services are accessible to all passengers, including those who may need additional support.
I would encourage drivers, operators, passengers and residents to take part in the consultation and share their views to help shape the final policy.

Respondents are asked to provide their name, organisation (if applicable), and the relevant section of the policy their comments relate.
Following the consultation, all responses will be reviewed before a final policy is brought forward to Council for approval.
The six-week consultation closes on Friday 7 August 2026.
