Fraud is when someone deliberately deceives another person or organisation to gain money, services or another advantage, avoid an obligation, or cause a loss.

Fraud and corruption can include:

  • deception
  • bribery
  • forgery
  • theft
  • extortion
  • conspiracy
  • embezzlement
  • false representation
  • concealment of important information
  • collusion
  • misappropriation of funds or assets

How to report suspected fraud

You can report fraud concerns about:

  • council services
  • council staff
  • council contractors and suppliers
  • residents or council service users
  • anyone claiming money, services or benefits dishonestly

Reporting suspected fraud helps protect public funds and ensures council resources are used for the people who need them.

What happens after you report fraud

We work in partnership with Reigate and Banstead Borough Council's Fraud and Financial Investigations team. It investigates reports of suspected fraud on our behalf.

When you submit a report:

  1. The information is sent directly to the Fraud and Financial Investigations team.
  2. The team assesses the information and decides whether further investigation is needed.
  3. An investigator may collect evidence and gather information from relevant sources.
  4. If necessary, the investigator may contact the person involved as part of their enquiries.

The team also works with other organisations, including:

  • the Police
  • the Department for Work and Pensions (DWP)
  • housing providers
  • other public sector organisations

In some cases, a person suspected of fraud may be invited to attend a formal interview under caution.
