Compliance status

Woking.gov.uk is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances listed.

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

  1. Some headings do not clearly explain what the page or section is about. This fails WCAG 2.2 success criterion 2.4.6 Headings and Labels.
  2. On some pages, screen reader users may hear different text from what is shown on screen. This fails WCAG 2.2 success criterion 2.5.3 Label in Name.
  3. On some pages, text does not resize properly when users zoom in. This fails WCAG 2.2 success criterion 1.4.4 Resize text.
  4. Some interactive elements are too small or too close together (such as links, the breadcrumb trial or location pins in maps). This fails WCAG 2.2 success criterion 2.5.8 Target Size (Minimum).
  5. Some images include text with poor colour contrast to its background. This fails WCAG 2.2 success criterion 1.4.3 Contrast (Minimum).
  6. On some pages, controls do not appear clearly distinct from their surroundings. This fails WCAG 2.2 success criterion 1.4.11 Non-text Contrast.
  7. On some pages, links with different purposes and destinations have the same link text. This fails WCAG 2.2 success criterion 2.4.9 Link Purpose (Link Only).
  8. Some text does not have enough contrast between the text and the background colours. This fails WCAG 2.2 success criterion 1.4.3 Contrast (minimum).
  9. At 400% zoom, links across the webpage become obscured behind the cookie banner as the keyboard focus can move to all page content behind it. This fails WCAG 2.2 success criterion 2.4.11 Focus Not Obscured (Minimum).
  10. At 400% zoom and in mobile view (320 x 256 pixels), the cookie banner does not reflow correctly as the content now overflows the visible part of the screen and cannot be scrolled. This fails WCAG 2.2 success criterion 1.4.10 Reflow.

Documents

Many documents are in non-HTML formats, for example PDF. They are not accessible in a number of ways including:

  • missing or incorrect headings
  • not having sufficient colour contrast
  • missing a table of contents
  • complex tables
  • unclear content
  • elements in the wrong order
  • images with no alternative text

Some documents fail multiple WCAG 2.2 success criteria, such as:

  • 2.4.2 Page titled
  • 1.4.3 Contrast (minimum)
  • 1.1.1 Non-text content

We are currently reviewing the use of PDFs, as well as:

  • developing training and guidance for document creators to make them accessible
  • converting essential PDFs into HTML content
  • ensuring non-essential PDFs meet accessibility regulations

Content that’s not within the scope of the accessibility regulations

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.
