Many documents are in non-HTML formats, for example PDF. They are not accessible in a number of ways including:

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.
What we’re doing to improve accessibility
We are improving accessibility by:
- creating an accessibility action plan and roadmap to improve the accessibility across our services and products
- testing each component, style and pattern in our new design system to ensure that they are fully accessible
- regularly auditing our services and products to find out what we need to do better
- training our staff and providing guidance on how to meet accessibility requirements
- using accessibility monitoring tools (such as Siteimprove) to fix issues as they identified
