Crisis and Resilience Fund (CRF)

New funding (replacing the Household Support Fund (HSF)) open to eligible Surrey residents who may be struggling with the financial costs for everyday essentials.

In December 2025 the UK government announced a new fund called the Crisis and Resilience Fund. This replaces the Household Support Fund which ended in March 2026.

The Crisis and Resilience Fund (CRF) is available to councils in England to help people on low incomes if they face sudden money problems. It also supports activities that help people and communities become more financially secure.

The new CRF funding covers the period of 1 April 2026 to 31 March 2029 inclusive. 

Surrey County Council received £7.1 million for March 2026 through to April 2027.

Crisis and Resilience Fund: Housing Payments

We administer this part of the Crisis and Resilience Fund.

Crisis and Resilience Fund Housing Payments (CRF-HP) are for Woking Borough Council residents who are in receipt of Housing Benefit or the Housing Element of Universal Credit but who are struggling financially to meet their housing costs. This replaces Discretionary Housing Payments from 1 April 2026.

Crisis and Resilience Fund: Crisis Payments

You can apply to Surrey County Council for a Crisis Payment if you are: 

  • on a low income
  • are a resident living in Surrey
  • are facing a financial crisis as a result of a sudden, unexpected issue with money that you cannot meet through your usual income or savings

Examples include a loss of income or reduced working hours, emergency bills, breakdown of household items or unexpected costs leaving you without food, heating or basic necessities.
