When you apply for, renew or maintain a permit or season ticket, you confirm that you understand and accept these terms and conditions.
Our rights
We may change these terms and conditions at any time.
During your permit or season ticket duration, we may:
- cancel your permit or season ticket if it is misused fraudulently
- move you to another town centre car park – if there is an emergency, car park closure, maintenance, or other unavoidable issue
- change our car park orders
Abusive behaviour towards staff may result in your parking session or permit being cancelled. Refunds will not be given.

It may take up to 5 working days to process your application.
Until your permit or season ticket is approved and paid for, you must pay the standard parking charge.
Types of permits and season tickets
Your permit may be issued as a paper or electronic permits.
If you are issued a paper permit
You must display the permit clearly in your windscreen every time you park.
If you do not display it, you must buy a pay and display ticket or pay using the RingGo smartphone app. These charges will not be refunded.
If you do not do either, you may receive a Penalty Charge Notice (PCN).
Using the car parks
A permit or season ticket is issued for your personal use only.
It is valid in both on-site car parks:
- surface car park – open 24 hours a day, 7 days a week
- undercover 3G car park – open 6pm to 6am
Parking spaces are not guaranteed, especially at busy times.
Some permits have time‑based restrictions. Make sure you understand the permitted hours of use.
Parking restrictions
You may park in any standard bay unless it is:
- reserved for disabled drivers
- assigned to specific permit holders
- a special-use bay, such as adult and child
Parking rules
You must:
- park fully within a marked bay
- not park on yellow lines, hatched areas, verges, pavements, walkways, or driving lane
- not obstruct other vehicles or car park users
If you do not follow the rules, you may receive a Penalty Charge Notice (PCN).
Parking liabilities
You park at your own risk. We are not responsible for:
- loss or damage to any vehicle or its contents
- any injury or death arising from the use of the car park – unless caused by our facilities, or employees’ or agents’ negligence
Using a courtesy vehicle
Your permit or season ticket is non transferable. If your report it to us in advance, you may use it for a courtesy car for up to 30 days.
You must email evidence of repair or servicing, and the estimated completion date.

Cancelling your permit or season ticket

You can apply for a refund for unused full months. A £25 administration fee will be deducted.
If you have a physical permit, you must return it to the council before we cancel it or change the vehicle details
Lost or stolen permits or season cards
You can email us to report the loss or theft.

Until a replacement is issued, you must pay the standard parking charges at the machines.
If your permit is stolen, you need to provide a crime reference number so we can issue a new permit.
