Latest Commissioner report highlights substantial progress

Woking Borough Council has made substantial progress in delivering its Improvement and Recovery Plan and is becoming increasingly well placed for transition to the new West Surrey Council, according to the latest report from Government-appointed Commissioners.

In their seventh report to the Secretary of State for Housing, Communities and Local Government, Commissioners concluded that significant improvements have been made in governance, financial management and service transformation, helping to ensure the Council delivers better value for residents.

The report highlights robust governance arrangements, strengthened financial controls and a more stable workforce. Commissioners also noted that the council's asset disposal programme is now contributing directly to debt reduction, supporting its long-term financial recovery.

Whilst acknowledging continued progress, the report recognises that challenges remain, particularly around the delivery of the council's complex commercial divestment programme and housing improvement work. It also notes the additional pressures created by preparations for Local Government Reorganisation.

However, Commissioners conclude that the council has established the foundations required to support a successful transition to the new West Surrey Council and continues to make good progress towards being fit for purpose for transfer on 1 April 2027.

This report demonstrates the substantial progress Woking Borough Council has continued to make in implementing its Improvement and Recovery Plan.

Governance, financial management and service delivery have all improved significantly, supported by a strong commitment from members and officers across the organisation.

Whilst challenges remain, particularly in relation to commercial activity and housing, the progress achieved to date means that Woking Borough Council is increasingly well placed for the transition to the new West Surrey Council.

In recognition of the significant improvements at Woking, the government has confirmed that Commissioner arrangements at the council will be streamlined, with a single Commissioner team supporting both Woking and Spelthorne.

The Managing Director Commissioner role at Woking will be retired, but Richard Carr will continue as the council’s Chief Executive through to West Surrey Council coming into being next April.
