The new Local Plan

Local government reorganisation starts on 1 April 2027. West Surrey Unitary Authority will replace:

• Guildford Borough Council
• Runnymede Borough Council
• Spelthorne Borough Council
• Surrey Heath Borough Council
• Waverley Borough Council
• Woking Borough Council

Existing councils are preparing local plans for these areas.

England has a plan-led planning system. The government expects all areas to have a local plan by 2029.
