Local Government Reorganisation (LGR) in Surrey

Information on what has happened so far with devolution and the reorganisation in Surrey.

Local government in Surrey is changing to make the system simpler, more connected, and better able to meet local needs. This is called devolution and Local Government Reorganisation (LGR). 

From April 2027, Surrey County Council and Surrey's 11 district and borough councils will be replaced by 2 new unitary councils – East Surrey and West Surrey.

New unitary councils in Surrey

East Surrey Council will replace:

  • Surrey County Council
  • Elmbridge Borough Council
  • Epsom and Ewell Borough Council
  • Mole Valley District Council
  • Reigate and Banstead Borough Council
  • Tandridge District Council

West Surrey Council will replace:

  • Surrey County Council
  • Guildford Borough Council
  • Runnymede Borough Council
  • Spelthorne Borough Council
  • Surrey Heath Borough Council
  • Waverley Borough Council
  • Woking Borough Council

Election results

The first elections for the new West and East Surrey Councils were held on Thursday 7 May 2026.
