Neighbourhood Community Infrastructure Levy and how to apply

We use the Community Infrastructure Levy (CIL) as our main way of securing developer contributions towards infrastructure projects in Woking. If an area has an adopted Neighbourhood Plan, 25% of CIL receipts from development in that area is ring fenced for local infrastructure projects. For areas that do not have a Neighbourhood Plan, the amount is 15%.

As an unparished borough, we retain the CIL levy receipts and assess applications for local community infrastructure projects against the criteria set out in The Community Infrastructure Levy Regulations 2010

Neighbourhood Community Infrastructure Levy (NCIL)

Neighbourhood Community Infrastructure Levy (NCIL) funding must be used for local infrastructure that addresses the demands that development places on an area.

To be eligible for NCIL funding, applications must be for projects that:

  • deliver new or improved local infrastructure
  • can clearly demonstrate how they meet this legal requirement
  • demonstrate broad community support

Ward councillors are responsible for submitting NCIL applications and must provide a named project manager to deliver the project. If you have a project you think might be suitable, you must contact your local ward councillor to discuss. Previous NCIL projects have included:

  • new street furniture
  • play area improvements and additional local sports facilities
  • improvements to community buildings

How applications are determined

Applications are determined based on their amount, for example proposals up to £10,000 and proposals of £10,000 and over. 

Proposals up to £10,000 are determined under delegated authority and, provided all the required information is received, will normally be determined within five weeks. We will write to you if we have concerns that this is not possible.

Proposals of £10,000 and over must be determined by our executive committee. You can view executive committee meetings for meeting dates. Applications will take a minimum of eight weeks to complete provided all supporting information is included.

Three quotes for the work must be submitted along with the application. If this is not possible, it must be explained in the application form. Evidence of broad community support for the proposal may include:

  • emails or letters of support
  • screenshot pages from social media or petitions
