A mutual exchange is when 2 or more council housing tenants swap homes with the agreement of their landlords.
The policy sets out:
- who can apply for a mutual exchange
- how applications are assessed
- property suitability and occupancy requirements for approving an exchange
- the circumstances in which we may refuse an exchange
- timescales for a decision
It also covers the checks and actions that must be completed before an exchange can go ahead, including:
- safety checks, including electrical, gas, energy performance and asbestos inspections
- information sharing with other landlords equality, data protection and confidentiality requiremens
- performance monitoring and complaints arrangements
- roles and responsibilities of council teams involved in the process
The policy aims to ensure mutual exchanges are managed consistently, fairly and in line with legal and regulatory requirements, while helping council tenants move to homes that better meet their needs.
