We employ senior officers to give advice, implement decisions and manage the day to day delivery of our services.
Corporate Leadership Team (CLT)
Our Corporate Leadership Team (CLT) is responsible for the leading and directing the council's heads of services and employees, and advising elected members (councillors) on the potential implications of political decisions.
CLT is formed of:
- the Managing Director Commissioner
- 4 strategic directors, including statutory Monitoring Officer and Section 151 Officer roles
Richard Carr – Managing Director Commissioner
The role of the Chief Executive is currently being performed by the Managing Director Commissioner.
The Managing Director Commissioner is responsible for the strategic leadership of the council, acting as an ambassador for the borough and the organisation. This role also oversees the successful and effective delivery of our services, ensuring that resources are deployed and managed effectively.
The Managing Director Commissioner also works closely with the Leader of the Council and the Executive to provide leadership, strategic direction and operational management.

Stephen Fitzgerald – Section 151 Officer and Strategic Director: Finance and Resources
Section 151 Officer is a statutory role which has legal responsibilities. This officer must ensure proper administration of a council's financial activities, including budget management and financial sustainability.
In his role as a strategic director, Stephen contributes to the corporate and strategic management of the council and provides leadership, vision, and strategic direction.
He is responsible for the following services:
- customer services
- finance
- property
- revenue and benefits

Adesuwa Omoregie – Monitoring Officer and Strategic Director: Governance, Corporate Services and Legal
A Monitoring Officer is a statutory role which has legal responsibilities. This officer must ensure that the council, its officers, and its elected councillors, maintain the highest standards of conduct.
In her role as a strategic director, Adesuwa contributes to the corporate and strategic management of the council and provides leadership, vision, and strategic direction.
She is responsible for the following services:
- commercial services
- corporate services
- democratic services
- marketing communications
- strategic support
