When you apply for, renew or maintain a Blue Badge exit sticker, you confirm that you understand and accept our terms and conditions.
Our rights
We may change these terms and conditions at any time.
We may:
- cancel your exit sticker if it is misused or fraudulently misused
- remove free parking for Blue Badge holders
- move you to another town centre car park – if there is an emergency, car park closure, maintenance, or other unavoidable issue
- change our car park orders
Exit stickers remain our property at all times. If your Blue Badge is not renewed or is revoked, your sticker will be cancelled.
Abusive behaviour towards staff may result in your exit sticker being cancelled. Refunds will not be given.
Applying for an exit sticker
Before you can park free of charge in Woking town centre car parks, you will need to have a valid Blue Badge issued by Surrey County Council.
This concession is available to Blue Badge holders. You must have:
- applied for a car park exit sticker
- had your application approved by us
- attach your valid exit sticker to your Blue Badge and display in your windscreen
You will be charged an administration fee of £25.

It may take up to 5 working days to process your application.
You will not get free parking by displaying your Blue Badge in your windscreen. You must pay the standard parking charge until you have received and affixed the sticker to your Blue Badge.
Using the car parks
You can use a Blue Badge exit sticker in Woking town centre car parks, which are open 24 hours a day. These include:
- Brewery Road car park
- Heathside Crescent car park
- Victoria Place car park – Yellow zone
- Victoria Place car park – Blue zone
- Victoria Place car park – Red zone
- Victoria Place car park – Green zone
Parking spaces are not guaranteed, especially at busy times.
The Blue Badge holder must be travelling in the vehicle, either as the driver or a passenger.
It is an offence to use an exit sticker without the badge holder present. Misuse will result in the sticker being cancelled and may be reported to Surrey County Council.
How to use your exit sticker
To keep your sticker safe and accessible, fix the exit sticker securely to the back of your Blue Badge.
When you enter or exit the car parks in a vehicle:
- drive slowly (no more than 5mph)
- follow all signs and road markings
- when entering, stop before the barrier so ANPR can read your registration plate
- when exiting, scan the sticker at the exit barrier
- press ‘help’ if the barrier does not to lift
Parking restrictions
You may park in any standard bay unless it is:
- assigned to specific permit holders
- a special-use bay, such as adult and child or electric charging without disabled markings
Parking rules
You must:
- park fully within a marked bay
- not park on yellow lines, hatched areas, verges, pavements, walkways, or driving lane
- not obstruct other vehicles or car park users
If you do not follow the rules, you may receive a Penalty Charge Notice (PCN).
Parking liabilities
You park at your own risk. We are not responsible for:
- loss or damage to any vehicle or its contents
- any injury or death arising from the use of the car park – unless caused by our facilities, or employees’ or agents’ negligence

Changes to your Blue Badge
You must tell us if Surrey County Council updates your Blue Badge. For example, because your name changes. If you do not tell us, your free parking may be withdrawn.
Exit stickers are valid only for the period shown on your Blue Badge. When you renew your Blue Badge, you must reapply for a new sticker.
Lost, stolen or damaged exit stickers
Lost stickers or Blue Badges
If your Blue Badge or exit sticker is lost, you must tell us immediately.

We will cancel the lost sticker and issue a replacement. A £25 administration fee applies.
Stolen stickers or Blue Badges
If your Blue Badge or exit sticker is stolen, you must:
- report the theft to the police
- provide a crime reference number
Free parking will not be available until a new exit sticker has been issued.
Damaged or misused stickers or Blue Badges
Do not remove the sticker from your Blue Badge. Removing it will damage the sticker. A replacement costs £25.
If a sticker is deliberately damaged or tampered with, your free parking will be cancelled.
