Both the Met Office and UK Health Security Agency (UKHSA) have extended the red alerts for Surrey and the south east until 11pm on Friday 26 June.

The format of our accounts follow the Code of Practice on Local Authority Accounting for the United Kingdom – CIPFA.
Council officers have worked to produce the 6 sets of statement of accounts from 2019/2020 to 2024/2025. At the Full Council meeting on 12 February 2026, council members approved these accounts, including associated external audit reports.

Despite the 6 sets of statement of accounts being approved by Full Council, publication of the 2024/2025 audited accounts by the 27 February 2026 backstop date has not been met. The Council considers it has done all it can by producing all prior year accounts and approving them (with relevant audit reports).
The reason for not meeting the backstop date is due to the council’s external auditors BDO not yet providing final audit opinions for the 2019/2020 to 2022/2023 accounts. This prevents the council’s current external auditors, Grant Thornton from issuing their final audit opinions for 2023/2024 and 2024/2025, although they are otherwise ready to be issued.
In line with statutory requirements, the council will publish the relevant audited accounts with audit opinions as soon as reasonably practicable, once they are received from the auditors.

Notice is hereby given that, in accordance with the Local Audit and Accountability Act 2014 and the Accounts and Audit Regulations 2015, the external audit of the draft statement of accounts for the above years have not yet been completed by our external auditors:
The completion of the audits has been impacted by a combination of factors, including the complexity arising from our overall financial position, as outlined in the Section 114 Notice issued in June 2023 and the ongoing review of previous Statements of Accounts.
Additionally, BDO had not completed their consideration of matters relating to our compliance with applicable laws and regulations, and how these impact on the auditor’s report.
These circumstances have collectively extended the time required for completing the audit process. We continue to work with both sets of auditors to facilitate completion of outstanding audits as soon as practicable.
