Proxy vote for all elections

You and the person you have chosen to vote on your behalf must both be on the electoral register and have registered to vote.

You can apply for a permanent or long-term proxy vote if you are registered to vote but live abroad.

You can also apply if:

  • you are registered blind
  • you receive a mobility allowance
  • you suffer from a physical incapacity
  • you are in a residential care home or sheltered accommodation
  • you attend an educational course in connection with your employment
  • you are self employed

For any of the above, you must also provide a supporting declaration from someone who can confirm your situation, such as a doctor or employer. You can find details on this page.

What you need to apply

You will be asked to:

  • provide your details
  • provide the details of your proxy
  • explain why you are not able to go to the polling station
  • upload an image of your signature (or sign the printable form)
  • provide your National Insurance number

Visit the GOV.UK website to find your National Insurance number. If you do not have a National Insurance number, or it cannot be verified, you will need to provide supporting documentation.

Supporting declaration

The permanent proxy application form requires a signed declaration from an independent person, to confirm your situation. 

You do not have to provide a declaration if you are:

  • registered blind
  • in receipt of the higher rate of mobility allowance

The person who needs to make the declaration depends on your reasons for applying for a proxy vote.

  • Abroad for work reasons: Your employer. If you are self-employed, it must be by an adult who knows you but is not related to you.
  • Abroad attending a course: The tutor or principal of the institution running the course.
  • Physical incapacity: A registered medical practitioner, nurse, dentist, optician, optometrist, chiropractor or Christian Science practitioner.
  • Residential home or sheltered housing: A matron, home care director or warden.
