Pay or challenge a Fixed Penalty Notice (FPN) fine

If you are caught:

• fly-tipping
• littering
• not cleaning up after your dog
• not disposing of waste properly
• leaving food on the ground
• smoking in a smoke free premises or vehicle
• failing to produce waste transfer notes when requested

You could be issued with a Fixed Penalty Notice (FPN), also known as a ‘fine’ instead of being prosecuted. You can get the fine on the spot or by post. 

How to pay

You can pay a FPN online. You will need:

• the penalty notice reference number
• a valid debit or credit card to pay

Do not use this form to pay a parking penalty charge notice (PCN).

Types of offences and their fines

The cost of a fixed penalty notice depends on the offence, and are sometimes reduced for early payment.

Smoke-free fines are: 

• £50 and must be paid within 29 days
• £30 if paid within 15 days

Dog fouling fines are £50, with no discount for early payment.

Littering fines are: 

• £100 and must be paid within 14 days
• £50 if paid within 10 days

Fly-tipping fines:

• £400 and must be paid within 14 days
• £300 if paid within 10 days

How to challenge 

You can tell us if you think a FPN should not have been issued. We will not take into consideration if:

• you did not know the law
• you did not know the law was being enforced
• it was the first time you committed the offence
• you have always done this and never received a penalty or warning before 

You must contact us within 10 days from the issue date of the FPN to challenge.
