We can lease our land, buildings or structures to independent groups.
A community asset transfer (CAT) is when we lease our land, buildings or structures (known as ‘assets’) to an independent group.
After the transfer, it is the responsibility of the appointed group to manage the asset.

Centres for the community
We’re working on completing Heads of Terms and leases for the following centres for the community:
- St Mary’s
- The Vyne
- Maybury Centre
- We expect to receive the business cases in July 2025 for:
- Parkview
- Moorcroft
Pavilions
We’re working on agreeing the heads of terms, licenses and leases for:
- Alpha Road
- Brookwood Farm
- Byfleet Recreation Ground
- Goldsworth Park,
- Kingshead Lane
- Sheets Heath
- St Peter’s
- Wheatsheaf
We expect to receive the business cases in July 2025 for Brookwood Country Park.
The application period for West Byfleet Pavilion closed on Friday 13 June 2025. We are currently reviewing applications.

After you have applied
If your application meets our criteria, you will receive an information pack for the relevant asset and be invited to submit a business case.
Once the business case is approved, we will work with the group to agree the terms of the transfer.
There is no standard timescale for the transfer process, because each transfer is unique. We will keep the interested group up to date during the process.
How we judge applications
Successful CAT applications must meet specific criteria. These include:
- delivering sustained valued community assets
- enabling locally run services to thrive and flourish independent of council funding
- empowering community organisations to directly operate assets
- supporting the growth and development of the third sector
- providing social and economic benefits for the local area,
- focusing on social inclusion and being environmentally considerate
