Surrey local government reorganisation consultation
Have your say on the future of Surrey’s councils.
On Friday 9 May 2025, all district and borough councils and Surrey County Council, submitted their final proposals on the reorganisation of local government in Surrey to the Ministry of Housing, Communities and Local Government (MHCLG).
In response, the government has launched a formal 7-week statutory consultation open until Tuesday 5 August 2025.
It’s now time to formally share your views on the proposals by taking part in the consultation.
Proposal options to comment on
The consultation invites feedback on 2 reorganisation options:
- 2 unitaries, an east and a west Surrey, supported by Surrey County Council and two districts and borough councils
- 3 unitaries, an east, west and north Surrey, supported by nine districts and borough councils
Whilst both models appear to be financially viable, the advocates of the 3-unitary proposal, which includes Woking, believe that it provides a stronger long-term foundation for high-quality local government, including:
- stronger public services designed around local needs
- better alignment with local identities and communities
- greater opportunities for economic growth and infrastructure delivery
- more responsive and accountable local governance
