About CIL and tariff

Woking Borough Council continues to operate the Community Infrastructure Levy (CIL) scheme and consider applications. However, due to our financial position, it is necessary to pause approved payments until after the 2024/25 budget is agreed in February 2024. 

The financial position, and the issuing of a Section 114 Notice, has resulted in strict controls being placed on all expenditure whilst our cash reserves are replenished. We remain committed to meeting all our obligations under Section 216 of the Planning Act 2008 and Community Infrastructure Levy Regulations 2010 (as amended).

We use the Community Infrastructure Levy (CIL) as our primary means of securing developer contributions towards infrastructure projects in the borough. Funds raised might go towards new or safer road schemes, park improvements or a new health centre.

The CIL tariff is charged on the 'gross internal floor space' of a proposed development. However, some developments are exempt. 

These include:

  • minor developments and residential extensions of less than 100 square metres of net internal floorspace (unless it will comprise of one or more dwellings)
  • new affordable housing
  • development for charitable purposes
  • self build housing and residential annexes.
