Core Strategy first submission representations

Summary of Representations

Having been submitted to the Government and subjected to public consultation, the policies within the Core Strategy had weight as material planning considerations.  A practice note was produced by Officers to set out how much weight should be applied to each of the policies, according the the number and nature of objections raised. The conclusions reached within this guidance were made without prejudice to the determination of any subsequent planning applications.

Core Strategy Site Specific Representations

In response to the Core Strategy consultation the Council received three representations proposing the allocation of specific sites for development. These representations were put forward by landowners and developers and the Council was required to consult the public on these sites. A six week consultation period began on 12 January 2007 and ended on 23 February 2007.

The sites were:

1. Tegg's Lane/ Randall's Field, Pyrford (Part 1, Part 2, Part 3)

  • Agent: Pro Vision Planning, on behalf of Burhill Estates Co Ltd.
  • Request that this Green Belt site should be designated as an additional safeguarded development site for housing development.

2. Land West of Egley Road, Woking

  • Agent: Lennon Planning Ltd, on behalf of Leigh Place Properties.
  • Request that this Green Belt site should be included as an allocation for housing development.

3. Martins Press, High Street, Old Woking

  • Agent: Barton Willmore, on behalf of Martins Press.
  • Request that this site be included as a Major Developed Site in the Green Belt.

Please note that these proposals were not put forward by the Council.

 

4. Core Strategy Site Specific Representations - Thames Water

A further site specific representation was made by Thames Water as part of their response to the submitted Core Strategy. This objected to the Core Strategy on the grounds that the Core Strategy submission document is unsound without the inclusion of the Sewerage Treatment Works, Carters Lane, Old Woking as a Major Developed Site in the Green Belt.

The Thames Water site was not included in the original consultation because the Council considered that the representation had not been duly made. This is because Thames Water did not indicate that they would carry out the necessary Sustainability Appraisal. However, following on from legal advice, the Council decided that the site should be advertised under Regulation 32 of the Town and Country Planning Regulations 2004.

A six week consultation period began on 2 February 2007 and ended on 13 April 2007.
