A regeneration project that will transform Sheerwater can proceed to the next phase of the project following a decision by elected members at last night's Council meeting (Thursday 10 July 2014).
Following the decision, New Vision Homes, the Council's housing management partner, will develop a detailed masterplan for the area in preparation for a planning application to be submitted later this year.
Speaking about the decision, Cllr David Bittleston, Portfolio Holder for Strategic Development, said: "While the concerns of local residents and stakeholders were recognised last night, the fundamental question of whether we, the Council, continue with our plans to regenerate and transform Sheerwater has been answered by elected members.
"This is not the final decision, but will enable New Vision Homes to draw up a detailed masterplan for the area using the outcomes of the public and stakeholder engagement to date. The views of local people will continue to be taken into account through an ongoing comprehensive consultation process over the coming months before any planning application is submitted.
"The Council and New Vision Homes continue to be committed to working closely with existing residents and businesses of Sheerwater as we bring forward these proposals. We recognise the public concerns raised at our meeting last night and I am determined to improve the communication further including having a public meeting in the autumn where residents and stakeholders can debate the proposals prior to submission to Council. Therefore, I would urge local people to continue to engage with us and New Vision Homes as the proposals develop.
"The regeneration project will see significant improvements to the housing stock, roads, parks and community facilities that will be good for local residents, good for local businesses and good for the wider community."
The regeneration project received extensive cross-party support.
The scheme aims to make better use of the land, with the potential to provide approximately 300 new homes and replace around 600 existing homes in the area; a total development of circa 900 homes. It is expected these homes will be family-friendly, environmentally sustainable, energy efficient, accessible, safe, and will meet the needs of current and future residents.
The regeneration of Sheerwater also gives the Council the opportunity to not only improve housing, but also the economic and social vitality of the area. This means creating opportunities that will benefit the wider community, which could include:
a new retail centre
mixed-use leisure centre building and social facilities
new school sports facilities
an improved athletics track
football pitches, cricket pitch/nets and all weather multi-use outdoor sports pitches
multi-use games area, skate park and play facilities
new park land more conveniently located and accessible
a public square and public realm improvements
the provision of a community centre, health centre, nursery, sheltered housing and youth centre
better transport links through improved cycling and walking routes to and from Woking Town Centre and West Byfleet
The regeneration of Sheerwater also aims to provide improved:
education, training and local employment opportunities
infrastructure including improvements to existing highways and the removal of pylons.
