The Tenant Services Authority (TSA) was set up on 1 December 2008 by the Government to regulate and monitor all social housing, with an initial focus on housing associations.
From 1 April 2010, the Tenant Services Authority (TSA) will regulate local authority landlords. The TSA wants to have a system of 'co-regulation, where landlords, the regulator and tenants work together, rather than simply where the regulator prescribes or rules.'
The TSA believes the best place for the quality of services to be discussed, agreed and scrutinised is locally, between providers and their tenants. To support this, the TSA invited housing providers to take part in the statutory consultation on the new framework and standards, and meetings were also held with tenants to seek their views. This feedback was sent to the TSA by the Council, a copy of which is available here.
It is the Council's priority to make sure that the housing service for tenants is delivered efficiently, continues to improve, remains customer-driven and provides value for money.
The new standards
There are six new standards. They place greater emphasis on the relationship between landlords and their tenants at the local level - one where tenants are at the heart of shaping, influencing and monitoring services
The standards require providers to set out what they offer to tenants, reflecting the priorities of local communities. For more information about these standards, please see the relevant pages on our website.
Tenants, landlords and other stakeholders have been helping the TSA to shape the standards that will apply to all social housing providers. The TSA will monitor landlords to ensure they are achieving the appropriate standards.
Next steps
From April to October 2010, the Council will be consulting with tenants to agree the local standards which will complement the national ones.
This consultation will be carried out using methods which may include workshops, questionnaires, discussion at meetings, and speaking with tenants by phone.
