Provision of car parking spaces on housing land and crossings of amenity greens

1. Statement of intent

1.1 There has been a huge growth in car ownership since many of the Council's estates were built. The Council has to balance the provision of parking spaces and hard standings and approvals for vehicular crossings with those residents who wish to retain the green areas around their homes.

2. Detail

2.1 Provision of new parking spaces will be considered alongside all other environmental improvements within the Housing Investment Programme and only carried out if given sufficient priority.

2.2 All residents around the green will be consulted and the work will only be carried out if the majority of surrounding residents are in agreement. The spaces will not be allocated.

2.3 The Council will no longer finance the provision of hard standings in gardens as a charge cannot be paid in the rent but will consider applications from tenants to install them themselves, at their own cost, as any other Landlord Permission.

2.4 Owner occupiers can apply for an easement over amenity greens to permit the construction of `grasscrete' vehicle accesses to their property at their own cost.

2.5 The choice of surface will now be as recommended by Surrey County Council.

2.6 Provision of crossings over amenity greens will be considered on an individual basis and all residents, regardless of tenure, surrounding the green being affected will be consulted. Landlord approval will only be given if a majority of residents consulted are in agreement. If the property already has vehicle access to the rear of the property approval will not be given.

2.7 Even when landlord permission is given by a licence, planning permission must still be obtained.

3. Key targets / standards

3.1 Consider provision of parking spaces as part of the annual Housing Investment Programme subject to availability of funding, number of requests received and results of feasibility studies.

3.2 All residents to be consulted on applications to cross amenity greens or provision of car parking spaces regardless of tenure.
