Leasehold service charges

1. Statement of intent

1.1 Woking Borough Council manages a number of flats where the occupants, or former occupants, purchased a long lease interest under the Right-To-Buy or Shared Ownership schemes. The Council wishes to ensure that all charges properly due under the terms of each agreement are collected and that the leaseholders are properly informed of the reasons for the charges.

2. Detail

2.1 Tenant and Leaseholder Services will:

(i) Arrange for the quarterly billing of the charges.

(ii) Provide estimates of service charges for the current year.

(iii) Correctly assess the actual service charge costs at year end. Leaseholders to be notified of this cost by the June after the year end.

2.2 Charges will include the specified amount for ground rent, and an apportionment of the costs of:

(i) Day to day repairs.

(ii) Cable TV if applicable.

(iii) Communal heating.

(iv) Caretaking.

(v) Building Insurance.

(vi) Estate Contracts.

(vii) Landlords Lighting.

(viii) Cable television provided under the Council's contract with Virgin Media where the leaseholder takes advantage of the scheme.

2.3 A management charge will be assessed and levied as a proportion of the above elements.

3. Key targets / standards

3.1 All notifications for annual charges and estimates for the current year must be sent before the end of June each year.
