Charging for wheeled bins

Due to the continuing number of individual requests for wheeled bin exchanges, replacements or additional containers, the Council has adopted a system of charging households the purchase cost. Similar charging systems are operated at many other councils.

I have moved into a newly built property, how do I get my wheeled bins?

The developer, landlord/owner, housing association or managing agent for new properties or flat conversions constructed or occupied after 3 March 2008 will be responsible for providing new wheeled bins. You will need to contact them to find out what provisions they have arranged.

I have moved into a property (other than a new development), what do I do if I don't have any bins?

Two wheeled bins should be present (one all black and one with a blue lid). If this is not the case, you will need to purchase them. Please call the Council on 01483 755855 to purchase a set.

I have a small set of bins, but would like the standard size

Please try to use the 140 litre (smaller) wheeled bins if possible - minimising the amount of waste that goes to landfill helps the environment. If you need a set of the 240 litre (standard) wheeled bins, please contact the Council to purchase replacements.

Please note: We are unable to replace your black bin only. You will need to purchase a replacement recycling bin to ensure you have the capacity to recycle 50% of your waste.

I have a set of standard size wheeled bins, but would like the smaller set

Thank you for reducing the amount of waste you send to landfill. We can exchange your 240 litre (standard) wheeled bins for the 140 litre wheeled bins. Please call the Council to purchase the containers.

Please note: We do not take excess waste with your black wheeled bin. Before you order a smaller set, please be sure all of your waste can fit into the black wheeled bin.

Can I reduce the size of my recycling bin?

No. You can only reduce the size of your blue-lidded wheeled bin (recycling bin) if you do the same with your black wheeled bin. This ensures you have the capacity to recycle at least half your household waste.

What happens if my wheeled bin is damaged?

The Council is not responsible for replacing wheeled bins that have been damaged. Resident's house insurance may cover the cost. You should purchase a replacement wheeled bin from the Council, and then you may wish to claim the cost back under your insurance policy.

What happens if my bin is damaged by the contractor?

If your wheeled bins are damaged as a result of mishandling or lost in the refuse collection vehicle by our contractors, we will replace it free of charge. This excludes any damaged as a result of prohibited waste being placed in the container and reasonable wear and tear.

What happens if my wheeled bin is stolen?

If your wheeled bin is stolen on the day of (or night prior to) your scheduled collection, you must contact Surrey Police to obtain an incident log number (non-crime reference number), as confirmation that the wheeled bin has been reported stolen. This number will need to be provided to the Council when you purchase a replacement wheeled bin.

How can I stop my wheeled bin being stolen?

There are a number of steps you can take to prevent your wheeled bins from being stolen.

  • Mark the bin clearly with your address or at least the house number - address labels can be obtained from the Council free of charge.

  • Do not place your bin out too early. Wheeled bins should be placed at the boundary of your property by 6.30am on the day of your collection. If possible, try to avoid placing it out the night before.

  • Wheeled bins should be brought in as soon as possible after emptying.

  • Before reporting your bin as stolen, check your neighbour has not mistakenly taken your bin or that it has not been misplaced by our Contractor.

I use sacks but would prefer wheeled bins

It is recognised that there may be difficulties with certain properties using wheeled bins. However, if you feel your property is suitable and would like to purchase wheeled bins, please contact the Council and a member of staff will be able to discuss your requirements.

Can I have an additional black or blue bin?

Unless you have a special requirement you are not allowed a second black bin. An application form is available, on request, if you believe you have individual circumstances which require greater capacity. Please contact the Council to request an application form.

How do I order a new set of wheeled bins?

To order a new (not additional) set of wheeled bins please contact the Council on 01483 75585 with your request. Payment can be made in a variety of ways. Once payment has been confirmed your bins should be delivered within 28 days.

Are there any discounts available?

There will be a discount of 50% on the price of new wheeled bins if you are in receipt of one of the following:

  • Council Tax
  • Housing Benefit.

How can I pay?

Once the supply of a container has been agreed by a Council Officer, payment can be made a number ways. Please call Customer Services on 01483 755855 to discuss the payment options further.

If I buy a replacement wheeled bin, does it then become my property?

Yes, any wheeled bins purchased from the Council will be owned by the customer.

Do you charge for delivery?

There is no additional charge for delivery. Delivery can take up to 28 days.

Can I collect my wheeled bins from the Council?

Wheeled bins are available by delivery only. Residents are not permitted to collect wheeled bins.

What happens if my new wheeled bin is faulty?

If your wheeled bin is faulty within the first 12 months after purchase, except for misuse and reasonable wear and tear, it will be repaired or replaced by the Council free of charge.
