Standards and Audit Committee meetings

Responsibilities

The Standards Committee is responsible for:

  1. promoting and maintaining high standards of conduct by councillors and co-opted members;
  2. assisting councillors and co-opted members to observe the Members' Code of Conduct;
  3. advising the Council on the adoption or revision of the Members' Code of Conduct;
  4. monitoring the operation of the Members' Code of Conduct;
  5. advising, training or arranging to train councillors and co-opted members on matters relating to the Members' Code of Conduct;
  6. granting dispensations to councillors and co-opted members from requirements relating to interests set out in the Members' Code of Conduct;
  7. assessment and, where appropriate, investigation of allegations of misconduct by members or co-opted members, including referring allegations to Standards Board for England where appropriate to do so and dealing with any reports from a case tribunal or interim case tribunal, and any report from the Monitoring Officer on any matter which is referred by an ethical standards officer to the Monitoring Officer;
  8. act as the Council's Audit Committee. In performing this task the Standards and Audit Committee will:
  • approve the plans of Internal Audit and consider the External Audit plan;
  • receive the Annual Audit and Inspection letter from External Audit;

  • receive Internal Audit recommendations for improvements and assurance that action has been taken where necessary;

  • review summary Internal Audit reports (located on the intranet);

  • receive a half yearly and annual report from the Chief Internal Auditor on the work of Internal Audit;

  • receive appropriate matters of concern raised by either External or Internal Audit or other agencies; and

  • ensure that there are effective relationships between internal and external audit and promote the value of the audit process.

The Committee meets four times a year at the Civic Offices. All meetings of the Committee are open to members of public and are held at 7.00 p.m.
