The Council Constitution

Woking Borough Council adopted a cabinet system of government for the Borough of Woking on 16 May 2002.

The Constitution explains how the Council operates, how decisions are made and the procedures which are followed to ensure that these are efficient, transparent and accountable to local people.

Under the new arrangements:

Full Council: which is attended by all 36 Councillors.

The Executive: which is made up of the Leader of the Executive and 4 Councillors.

Overview and Scrutiny Committee: which has 13 members and is responsible for:

  • Reviewing and scrutinising the decisions made by the Executive;
  • Reviewing and scrutinising the performance of the Council; and
  • Assisting the Council and the Executive in the development of the budget and policy framework

There are 3 Regulatory Committees, the Planning Committee, the Licensing Committee and the Appeals Committee.

Councillors have to agree to follow a Code of Conduct. The Standards Committee trains and advises Members on the Code of Conduct.
