Tendering process

Open Tendering

This is the process where all interested and potential suppliers are invited to submit a tender in direct response to an advertisment. This is not commonly used by Woking Borough Council.

Restricted Tendering

This is the process where suppliers express an interest in tendering and receive pre-qualification documentation. Following evaluation by the Council, a selected number of suppliers will be invited to tender for the work. This is the most common tendering approach employed by Woking Borough Council.

Negotiated Tendering

This is the process where there are a limited number of suppliers likely to be able to undertake the work and the Council will negotiate with them to identify a preferred contractor or contractors. This approach is used in a limited number of cases by the Council.

Pre-Qualification

This is the process that provides Woking Borough Council with evidence that as a potential supplier you can meet the contractual requirements. You also need to be able to demonstrate your commitment to equality and the environment. References relating to past experiences will also be necessary.

Evaluation of Tender

Woking Borough Council has recently introduced a new e-tendering approach. This allows tenders to be invited and submitted electronically (preserving objectivity and confidentiality) and these tenders are then evaluated against the Council's pre-determined scoring system.

The weighting of the scoring system is such that contracts are not usually awarded on the basis of the price alone. The criteria, although dependent on the individual contract, will consider:

  • Technical merit
  • Financial viability
  • Sustainability
  • Quality
  • Equalities
  • References from previous customers

Award of Contract

The contract will be awarded on the basis of the most economically advantageous tender for the Council.
